Bootstrap, our popularly known among dev community , is a component-based framework that was designed to help Developers to write less CSS and JavaScript code..
Tailwind is just like bootstrap but not component-based, it's packed with utilities classes .and it's very low-level

I think almost any tool or projects goes with both...reacts , font-awesome, static Website and the like..I can't voice my opinion on this..but as a beginner like me . bootstrap is good , but not the best practices because it's changed the way I write code..I like Tailwind

You're wrong. Let's just get that out of the way to start.
Writing CSS to achieve a design is only a tiny part of what makes 'good' CSS.
So what is 'good' CSS?

1. Works with the cascade, not against it.
2. Is lean.
3. Is easily understandable.
4. Is maintainable.
5. Doesn't try to be clever.
Let's break that down into some examples I've seen in my 20 years of writing code, up to me being a Head of Technology.

As the official website says, you can "Rapidly build modern websites without ever leaving your HTML"
It's like writing inline styles for each html element, but using class names - Far more readable and much faster to type. You almost don't need a CSS file.

Every time you need to style an element, you must think of a suitable class name. And then class names for the child elements.
To modify styles, you need to refer to the class name, go to CSS and then make changes. All that is avoided using Tailwind!
