OK, here's a very initial take on the #QueensSpeech:
1. Was never a vehicle for immediate cost of living interventions. If government wants to help before the Autumn Budget they can, but Queen's Speech is about legislation which takes time to pass and take effect. 1/n
2. So today could have been:
- Announce help earlier? Nope.
- Legislate on crisis drivers & increase resilience?
Verdict:
3. Housing =standout: 'full fat' Renters' Reform Bill, improves rights & security in private rented sector + quite punchy Social Housing Regulation Bill. 2/6
Nothing much to boost housing supply, but significant movement on quality and security.
4. Economic growth and employment: Lots of talk, not much action. Biggest gap = no employment bill. Promised for years. Boosting job security + flexibility would have made big difference. 3/6

The Govt have gone to the @coe and rightly pleaded with them to expel Russia, for gross human rights violations in Ukraine.
Yet the Govt has now also formally announced its plans to substitute the HRA with a UK Bill of Rights (and undermine the operation of the ECHR in the UK).

So, the #QueensSpeech today included a "market based mechanism" for heat pumps, requiring boiler manufacturers to sell a quota of heat pumps.
What is it all about?
Well, @nesta_uk and @B_I_Tweets recently published a piece on it, and here's a thread...

The "market-based mechanism" is a requirement for all boiler manufacturers to sell a certain number of heat pumps, in proportion to their boiler sales. Similar to how car makers will soon have to sell electric vehicles.

It should get more heat pumps out there and make them cheaper.
It may also force manufacturers to take more interest in installation. They will likely need to build relationships with more installers. And I guess (?) some manufacturers might offer installations themselves.

🏡 a Decent Homes Standard for privately rented homes
📋 the introduction of a ‘property portal’ (ie. landlord register)
👎However, other key areas, inc. preventing discrimination in renting & guaranteeing improved security through indefinite tenancies, were lacking, and we want to see further protections for renters in the detail of how possession grounds (legal reasons for eviction) are reformed.

The framing for the #QueensSpeech is an agenda "to grow and strengthen the economy and help ease the cost of living for families." That's the right focus, and here's a thread explaining the scale of the challenge. Whether these Bills actually fit that focus is another question...
First, we clearly need stronger economic growth. Over the past decade, the economic performance of advanced economies has been poor, and particularly so for the UK. We are falling further behind the US, France and Germany....
Second, the economic stagnation we've experienced has led to a lack of real wage growth. By the end of this parliament, average earnings are forecast to be just £2 a week higher than they were before the financial crisis.

Proposals include the introduction of a ‘permission stage’ in bringing a human rights case to court👇

If an ethnic minority person has been discriminated against by a local authority, they would first have to show they have faced a ‘significant disadvantage’ to bring a case
A permission stage has been explicitly articulated as an attempt to weed out “frivolous” claims.

The notion that any claim that sets out to assert human rights is ‘frivolous’ is something we should contest, and the permission stage will only serve to undermine rights.

NEW: Ministers announce plan to publish draft legislation to reform the Mental Health Act in #QueensSpeech
The purpose of the draft bill is to
➡️ Limit detentions of people with a learning disability and autistic people in hospital
➡️ Help tackle disparities & reduce number of people from minority ethnic backgrounds detained
➡️ Reduce the use of community treatment orders
Its changes will also include rebalancing threshold for detention - determining risk to public & therapeutic benefits, plus a strengthening of rights to express treatment preference / care plan

We can start by observing that what was the central question of British politics for the past 5 or more years finds itself shunted behind Covid (and various other things) to page 48 of the document

Potentially the most important part of of the section is this, given its nebulous objectives and scope for longer-run change.

Note the focus on removing barriers (and, possibly, apostrophes), but also the lack of outputs so far, suggesting there aren't many easy wins

🚓The Police, Crime, Sentencing and Courts Bill: which will create 10-year sentences for protests that risk "annoyance", "inconvenience" or "disease", and reintroduce digital strip searches.

As promised, the government has announced a bill to ban new ground rents. Commitments were made during the #FireSafetyBill debates last month to also look at forfeiture.
2/8 Implementing the rest of the Law Commission's recent reports on #leaseholdreform is expected to wait until later.

The balance of the package outlined important reforms on cheaper lease extension, easier Right To Manage and improving commonhold.

We need all these reforms.
3/8 As expected, the government also promises that the #BuildingSafetyBill is to be introduced this session.

We wait to see if the deeply unpopular Building Safety Charge is still included and how "high risk buildings" will actually be defined in the new law.
