🇨🇦People have been asking me how long they have to submit a brief on #billc8 on conversion therapy. The short answer is I don't know but my best guess is at least 4 - 6 weeks. A longer answer requires an explanation of the process of passing a law in Canada. /2
Every bill goes through 3 readings in the House of Commons and Senate. First reading is the introduction of the Bill. It took place on Thursday. At second reading the bill is debated in principle. This could start as early as Oct 7 but probably won't for at least a week. /3
If you have concerns you want raised at second reading, write or call MPs. @GenderReportCA has a template letter you can use as a starting point. The bill is going to pass second reading. The Liberals can combine with the NDP and Bloc to pass it. /4

🇨🇦The Minister of Justice has reintroduced a bill of ban conversion therapy as #billc6. Text is not yet available but it is said to be the same as #billc8. The bill is only at first reading so debate was very short. @BardishKW spoke for the govt using the slogan @freetobeme_ca /2
Opposition leader @erinotoole emphasized his support for the LGBT community but spoke about the need for changes to the bill so it will not criminalize private conversations between parents, teachers etc. He did not specifically refer to therapy or gender identity issues /3
@r_garrison for the NDP supported the bill but said that his party would be looked for amendments to expand the restrictions on "conversion therapy" for gender identity. The Bloc and Green speakers supported the govt without adding anything new. /4

What's the fuss, you ask? Long story in a nutshell, groups often have an extremist side; for the Transgender community, theirs are Trans Rights Activists (TRAs) aka Gender Identity Campaigners (GICs). Pro-Trans allies found a red flag.

This is an article which, according to @jackturban MD describes "conversion therapy" which he says is illegal in 20 states (and in Canada if #BillC8 passes in its present form.)

The article describes an approach for treatment of gender dysphoria in young boys which is highly non-intrusive. Only the parents attend the therapy sessions which focus on such things as improving relations with the father and male peers. Parents are advised not to prohibit /2

and the existing Ontario legislation on conversion therapy exempt various practices at the former CAMH gender clinic which the authors consider to be conversion therapy. It proposes to add language referring to a patient's social or medical transition "as determined by the /3

The bill equates sexual orientation, where there is a strong clinical consensus that conversion therapy is ineffective and harmful, with gender identity, where there is substantial and ongoing controversy. /3
The definition in #BillC8 is flawed even in the context of current gender theory. It talks about changing gender identity to cisgender without considering the possibility that gender identity could be non-binary, agender or any one of a growing list of possibilities. /3

Supporters of Canada's #BillC8 on conversion therapy say that similar bans have been upheld in the U.S. However the U.S. legislation is quite different. The California law which was upheld was limited to licensed therapists. /2 scholar.google.com/scholar_case?c…
The court found that the state has a broader latitude to regulate speech by therapists than to regulate speech in general. A ban on a particular form of therapy, which involved speech, did not violate the 1st amendment. Bill C8 is a federal criminal law which is not limited to /3
licensed professionals. It applies to everyone including clergy and private individuals. It is also much broader in scope and could prohibit legitimate forms of therapy such as therapy for juvenile sexual offenders. It could be challenged as a violation of Charter protected /4

The Bill clearly states that it is a myth that sexual orientation or gender identity can change. This statement is at least 13 years behind the medical literature, if not more. It is virtually academic consensus that orientation/attraction/behavior/identity can change. Image
I think the harms of this Bill will be grievous, although much more so in regard to gender identity than sexual orientation. Nevertheless, the following literature review will focus on orientation and attraction changes among sexual minorities.
