La Misión de Determinación observa que: "Las violaciones y crímenes cometidos se aplicaron contra determinados perfiles de personas, en particular los opositores [y] las personas críticas al Gobierno. El SEBIN fue relevante en una estructura general para reprimir la disidencia."
La Misión observa que "En varias operaciones, los funcionarios del SEBIN desplegaron importantes recursos humanos y materiales para llevar a cabo las detenciones, lo que no podría haberse hecho sin la aprobación previa de los funcionarios de alto nivel."
