Ce raisonnement est basé sur les 4 niveaux hiérarchiques de la prévention et de la gestion des risques et nous permettra d'éviter une troisième vague
1) On ferme les frontières nationales étant donné qu'il n'y a pas de gouvernance européenne!
2) Tests imposés aux frontières (si possible aux départs avant décollage ou autres) pour entrer sur le territoire avec 15J de confinement (comme nombreux pays d'asie font aujourd'hui)
