After weeks of telling anyone with a notebook or microphone that the Senate has an obligation to consider policing reforms, Senate Democrats today blocked the opportunity to even consider legislation on this issue.
To be clear, this vote wasn’t on final passage of @SenatorTimScott's #JUSTICEAct. Rather, this was a vote to determine whether or not the Senate should even proceed to consideration of any policing reforms.
This came after Senate Democrats received repeated assurances of a full debate, and opportunities to amend this bill as they saw fit.
I offered Democrats the chance to offer AT LEAST 20 amendments. They walked out. #JUSTICEAct
Don’t let anyone convince you this was about debates or amendments. It’s about politics, and a refusal to find a solution.
Because I realized...it wasn’t what was being offered today...it was who was offering it.
One of the bills included in the #JUSTICEAct is the bipartisan National Criminal Justice Commission Act that I introduced with @SenGaryPeters & Sen. Graham and passed the Senate unanimously. 
The #JUSTICEAct strengthens the training methods and tactics law enforcement officers use, especially de-escalation of force – ending the practice of utilizing chokeholds.
The #JUSTICEAct will reform hiring practices by providing more resources to ensure the makeup of police departments more closely matches the communities they serve and their disciplinary records are known.
