Overall, UK development policy is past its nadir but still short of development leadership.

The @RUSI_org Special Issue on the UK IR's 'tilt' to the Indo-Pacific is now available. This emerged from a workshop co-organised by @OpenUniversity and the @ConGeostrategy. We wanted to investigate what the tilt meant and how it is working. Here's a thread on the articles...

Next, @MarSec_Bradford sets out the US perspective on the tilt and how the two countries are cooperating in the region. Although he argues the tilt was welcomed, he suggests it was not sold to US policymakers and there is still confusion over what it entails. 2/

Amid the general tumult of government, much has been going on under PM Truss to reorganise the UK's national security architecture and (perhaps?) strategy, yet next to nothing has been communicated to Parliament or public about what is happening, by whom, when and why. A 🧵
On 14 September, we got a new National Security Adviser, veteran diplomat Sir Tim Barrow, an expert on Russia/Ukraine and the EU/Brexit. More interesting was the nuclear-oriented role his predecessor Sir Stephen Lovegrove was shunted into.
On 21 September, the PM announced (at the UN) that an update of the 2021 Integrated Review was being conducted by her adviser John Bew. There still don't seem to be any details in the public realm of what, how, why or with whose input this is happening.

1/12: Will the UK #integratedreview of security & #foreignpolicy really make a difference? It was billed as a radical reset after #Brexit & does contain important innovations. But there are many areas of continuity. A thread, now we’ve had time to digest..
2/12: #GlobalBritain hyperbole was inevitable. A “science superpower”, a “#softpower superpower”, “an independent country free to tread our own path”. But to be fair, beneath the froth lies serious thought to frame international & domestic priorities.
3/12: The #geopolitical analysis is sober. A tougher, more competitive world where China looms large & old certainties no longer apply. Yet the core prescription is familiar. British foreign policy with global reach, defending liberal democratic values, rule of law & trade.

Having read through the #UK #IntegratedReview a few personal observations from a 🇩🇪 perspective, focusing on just a few key points - short thread
Very good to see how clearly the #IntegratedReview prioritizes #Europe & the #UK role via #NATO
Also good to see that cooperation with the #EU in the area of #security is specifically referenced.
The #IntegratedReview appropriately highlights #geopolitical & #geoeconomic shifts and the importance of the #IndoPacific while being realistic about what #UK #capabilities can achieve in that part of the world (emphasis on diplomacy & partnerships).

On @BBCNewsnight, @maitlis asked @JamesCleverly if it is British govt policy to seek trade deals with countries that violate intn’l standards on human rights, as a leaked tape with @DominicRaab seen by @HuffPost reveals.

We’ll take that as a “Yes”, James!
In the recording, @DominicRaab says: “I squarely believe we ought to be trading liberally around the world. IF we restrict it to countries with ECHR-level standards of human rights, we’re not going to do many trade deals with growth markets of the future.’
So are these the “growth markets” for #GlobalBritain?

This apparent willingness to sacrifice human rights at the altar of trade fits a depressing pattern

Hi @FCDOGovUK @10DowningStreet, there appears to be something missing from your #IntegratedReview, did you forget something?
PM spinning that he'll use the review to make a 'personal commitment' to restoring the 0.7% aid target doesn't cut it. The wording of the #IntegratedReview says it'll return 'when fiscal situation allows' - not a firm commitment, another promise to be broken
Even if he were to be believed, that's still a year at 0.5%. Hundreds of thousands of lives lost. Aid to Yemen and Syria cut by nearly 2/3.

It's not a necessary cut, and in any case it comes as they announce increasing spending on *more* nuclear weapons. #IntegratedReview

2/9: The #IntegratedReview will set principles to guide individual policies, advocating agile, global British reach in support of democratic values. Johnson’s strap-line is “#UK as a force for good”. But lofty principles will only be credible if hard, practical choices are made.
3/9: Much will be orthodox: supporting effective #multilateralism, rule of law, open #trade. I expect strong commitment to the #US relationship (whatever some say, #Biden is a godsend for Johnson) & lots about the fashionable but nebulous concept of an “#IndoPacific tilt”.
