This great op-Ed reminded me of the story of the #ISK director of recruitment being caught in a night raid. He used to work in a directorate of agriculture in Nangrahar during republic days and had hosted me at his office a few time. I got to know that he had been detained 1/

Part II: Between 1934 and 1937 Fraenkel wrote essays that were published in the exile journal “Sozialistische Warte” of the underground group #ISK. In 1936 he started working on his “The Dual State” manuscript, where he critically analyzed the national socialist regime. (22/38)
In this book, Fraenkel, unpacks decisions of the #German courts and the development of #judicial practice, to develop his central theory that the legal-political system of National Socialist Germany consisted of a “prerogative state” and a “normative state”. (23/38)
The prerogative state was the realm of arbitrariness and official power, against which citizens enjoyed no legal protection (represented by the Gestapo and the SS). The normative state protected the legal order as it is expressed in legislations and court decisions. (24/38)

As this report demonstrates, intense targeting of ISK in AfPak resulted in substantial losses; b/w 2015 and 2018, ISK’s losses amounted to the killing, capture, or surrender of over 10,000 ISK-linked individuals & over 500 militants in leadership roles, predominantly in AFG.
A parallel examination of the group’s losses & operational activity indicates that while state-led operations have curtailed ISK’s overall number of attacks & its geo. expansion, ISK retains its ability to conduct lethal attacks, as indicated by attacks in Kabul in 2/20 & 3/20.

Key highlights: ISK incurred the greatest number of losses in 3 core districts of S. Nangarhar (Achin, Deh Bala, & Kot), which speaks to the coalition’s success in containing the group. In AFG, ISK’s losses amounted to a total of 11,668 deaths, 696 captured, & 375 surrendered.
