📣 You may know that Dems (& *only* Dems) passing the #IRA means ~13M ACA enrollees *won't* see an avg. $800+ spike in their healthcare premiums.

What you may not realize is that for 1.5M of them, that hike would've actually been more like $3,800 on avg!
acasignups.net/22/08/09/updat…
Under the pre-ARP/IRA subsidy formula, ACA enrollees earning more than 4x the poverty level weren't eligible for *any* financial help. This means if the ARP subsidies had expired, ~1.5M enrollees would've lost $3,277/yr in subsidies apiece. 2/
However, that was based on *2022* premiums. In 2023, individual market premiums are expected to go up an additional ~8.3% on avg. across 35 states.

That means these same 1.5M would have had to pay *another* ~$572/yr w/out the #IRA on top of that $3,277.

Annnnnd there he goes: Manchin Van Pelt yanks (most of) the football away...again.
acasignups.net/22/07/15/annnn…
As an aside, for everyone who said Dems were suckers for giving up their leverage on Manchin by voting for the Infrastructure Bill before the BBB bill passed: Manchin's erratic behavior should prove that he would've just as easily let the BIF die as well if he had to.
Splitting the larger bill in half as leverage to get him to vote for one before agreeing to the other made sense on paper, and I supported it at the time, but it assumed that Manchin wouldn't have just said "then neither one passes." I'm now convinced that he would have.

🎉🎉🎉 The #ACAGoesTo11 TODAY...and #ACA 2.0 is on the way! #ACA11
At 11:00am, the House @EnergyCommerce Committee will be holding marathon hearings on not one, not two, but *18* different healthcare bills which would repair & strengthen the #ACA, #Medicaid & #CHIP. Here's the first 9 on the agenda: acasignups.net/21/03/17/prepa…
#HR1790 would reverse the Trump Admin's decision to modify how ACA subsidies & maximum out of pocket expenses are calculated. The Trump version made subsidies weaker/costs higher; reversing it would make subsides stronger/costs lower.

📣 For those wondering, re. @LaurenUnderwood's example of a family of four saving $8,000/year in premiums: It's actually conceivable that a family earning slightly more than the current subsidy cut-off (around $105,000/yr) could save as much as $24,000/year. That's not a typo. 1/
The actual current income threshold for a family of 4 is a bit higher than the $100K figure she mentioned (it's $104,800 this year, $106,000 in 2022), but otherwise she's actually *understating* the potential savings by using a rough national average. 2/
ON AVERAGE NATIONALLY, a 40-yr old couple with 2 children age 12 & 10 earning $105K this year would save $610/month or $7,300/year.

In Lapeer County, MI the same family would save $4,600/yr.

In Kay County, OK the same family would save a whopping $2,000/month. 3/ Image

Cannon and I strongly disagree about his framing of CA banning #ShortAssPlans, but I agree that asking about actual healthcare POLICY decisions would make a hell of a lot more sense than whether or not Becerra is a doctor or not.

Tom Price is a doctor and he was a disaster.
As for #ShortAssPlans in California, what Cannon is really talking about is availability of affordable individual market plans for those who earn too much to be eligible for #ACA subsidies.
This is a real problem, I agree. It's expected to be addressed in the short term by the #AmRescuePlan, and hopefully on a permanent basis via #HR369.

In California, they *partly* addressed the issue by adding their own ACA subsidies for those earning 400 - 600% FPL...

📣 @USCBO releases 10-yr cost estimate of @WaysMeansCmte portion of #AmRescuePlan, including the first official estimates of how much #HR369 might cost & how much it might boost #ACA enrollment:
acasignups.net/21/02/16/cbo-r…
At first glance, the CBO makes it look like #KillTheCliff / #UpTheSubs would cost $34.2 billion & would boost on-exchange enrollment by 1.7 million people.

HOWEVER, a closer look reveals it's a lot more complicated than that:
1. The $34.2B is over 10 yrs...but really only 4 yrs (2021 - 2024), since the subsidy expansion would only be for 2 yrs (for now), plus lingering impact for another 2.

2. Only one of those includes a full 12-month period of the #HR369 APTC formula being in effect, for $14B.

📣 IT'S HERE! The House @WaysMeansCmte releases (half) of the #COVID19 Relief Bill (aka #AmRescuePlan)...and #HR369 makes the cut (temporarily):
acasignups.net/21/02/08/its-h…
THAT'S what I'm all geeked about. HOWEVER, there's a couple of important caveats/tweaks:

1. It would only be for 2 years for now (it needed to be made permanent even before the pandemic hit.)

2. One of those years is *2021* (that's right, it'd be retroactive!)

📣 #ACA 2.0! @POTUS Biden's #AmRescuePlan is expected to include #HR369, the Healthcare Affordability Act, which would #KillTheCliff & #UpTheSubs.

Here's examples of how much 8 different households could save in healthcare premiums if it becomes law. 1/
acasignups.net/21/02/04/aca-2…
IMPORTANT: The following examples are based on the *average* premium for a 2021 benchmark Silver #ACA plan. Actual savings will vary widely depending on where you live, your household makeup/ages and your household income. 2/
"YOUNG INVINCIBLE": A single 26-year old would save as much as $122/month or nearly $1,500/year compared to the current #ACA subsidy formula: 3/

THREAD: @dylanlscott's latest raises an important point about the catch-22 of resolving the #MedicaidGap.

HOWEVER, it also notes that the #AmRescuePlan DOES include two OTHER vitally important #ACA 2.0 upgrades:

#KillTheCliff
#UpTheSubs 1/
I've posted graphs showing how much households would save if the #ACA subsidy cliff was killed & subsidies beefed up, but those were based on an earlier subsidy table.

#HR1425, #HR369 and, I'm certain, the #AmRescuePlan use the NEW subsidy table: 2/

acasignups.net/21/02/03/aca-2…
Assuming the #ACA survives SCOTUS *and* the #AmRescuePlan becomes law w/#KillTheCliff & #UpTheSubs, here's how much you could save based on the *average* benchmark premium price nationally. Depending on where you live, your household & income, this could vary widely. 3/
