Receiving much pushback for calling out #GenMilley's @thejointstaff comment on Ukraine as 'landlocked'.

Critics argue that 🇷🇺 control over the #BlackSea renders 🇺🇦 effectively landlocked.

However, even a broad interpretation of 'landlocked' is flawed. Here's a 🧵why:
Claiming UKR is landlocked militarily requires overlooking Crimea's significance to Putin. It's key in controlling access to the crucial Caspian Sea, Don-Volga Canal, and a major portion of Russia's extensive inland waterway system. #Ukraine #MilitaryPerspective
In 2021, Putin emphasized the waterway's importance, pledging billions for development to connect the Black Sea and the Baltic.

Had a call with #GenMilley,Chairman of @thejointstaff. Informed about the latest 🇷🇺missile attack, emphasized the importance of AD assets, thanked for providing them. Shared my concern about 🇷🇺’s use of Naval UAS which poses a threat to civilian maritime shipping in the Black Sea
Discussed the course of hostilities. The tensest situation today is along the Donetsk axis, where the enemy conducts up to 50 attacks every day. Fierce fighting continues in the vicinity of Vuhledar & Maryinka. We reliably hold the defence.
Despite constant enemy pressure, we continue to hold Bakhmut under our control and take measures to stabilize the front line around this town. The key to success on the battlefield is effective fires, which require an appropriate amount of weapons, equipment, and ammunition.

Had my first telephone conversation in the new year with #GenMilley, Chairman of @thejointstaff.
I told him about changes in the operational and strategic situation, primarily on the land and in the air space of Ukraine⬇️
Fierce fighting is going on along Svatove-Kreminna line, also in the direction of Lysychansk. The most challenging situation remains in Soledar-Bakhmut-Mayorsk area,🇷🇺is virtually attempting to advance over their corpses, but 🇺🇦Defenсe Forces units constrain the enemy's offensive
In Donetsk direction, we managed to hold positions, continue counteroffensive efforts. Securely hold defensive lines in the Zaporizhzhia direction & put effort into protecting against the hostile shelling of Kherson, primarily civilians & city's critical infrastructure facilities

In a conversation with #GenMilley, Chairman of @thejointstaff, thanked for everything done for us by the 🇺🇸people. Assured, we’ll fight until we have no strength. Our goal is to liberate the whole 🇺🇦land. 🇺🇦soldiers will accept no negotiations, agreements or compromise solutions.
Have informed my 🇺🇸counterpart on the operational picture & urgent needs of #AFU.
Situation on the frontline is stable & controlled. We are tracking attentively the enemy’s activities on the border with belarus & building a reliable shield for the protection of 🇺🇦 in the North.
🇺🇦Defence Forces continue the offensive in Kharkiv direction.
Enemy actively attacks in Donetsk direction but has no success. We are holding defence due to the resilience of our units.
In Kherson direction, we are conducting stabilizing activities & reinforcing defence lines.

When the wall of communism fell, we (The U.S. and the U.K.) convinced the Ukraine to denuclearize as they had a third of Russia’s nuclear weapons when they became independent. In exchange, Ukraine received a signed security guarantee from us known as the Budapest Memorandum. 1/8
The implication was Ukraine would not be let to stand alone and face a threat should it come under one. Putin has orchestrated a full-scale invasion and, just like 2014, we DO NOTHING. We send their troops some weapons and say “good luck”?! America isn’t what it used to be. 2/8
We used to stand up to signed agreements. We’re becoming like the Chinese…where signed international agreements aren’t worth the paper they are printed on. The sanctions imposed to date are almost completely toothless. Russia’s economy is almost solely dependent on crude and 3/8

Two discrepancies in @SecDef Austin's vs. @CENTCOM Gen. McKenzie's statements on Friday about Kabul #DroneStrike.

- On definite nature of the intelligence failure.
- On potentially prejudicing next step of investigation.

McKenzie's statements are cause for concern.

<thread>
2. On left, Sec. Austin:

"We now KNOW that there was NO CONNECTION between Mr. Ahmadi and ISIS-Khorasan..."

On right, Gen. McKenzie:

"We now assess that it is UNLIKELY that the vehicle and those who died were associated with ISIS-K or were a direct threat to U.S. forces."

🧐 ImageImage
3. On left, Austin:

Says DoD will review Centcom investigation to consider fulness of investigation, info used in strike, need for accountability, etc.

On right, McKenzie:

Says all US operators acted “in accordance with” ROE, took “prudent steps” to avoid civilians, etc. ImageImage

Either @thejointstaff didn't know what was happening in Afghanistan as it was happening, or #GenMilley was being dishonest and was whitewashing the picture. Neither is comforting.
@thejointstaff By June 23, alarm bells should have been going off at @CENTCOM, @thejointstaff and @DeptofDefense. Instead, #GenMilley told us "We’re going to keep a small number of forces there to maintain the embassy open ..." All is well, #GenMilley told us.
- @CENTCOM, @thejointstaff and @DeptofDefense never envisioned the collapse of the military and government, and therefor didn't think the Kabul evacuation plan was problematic. A failure in intelligence, leadership, creativity, and common sense.

It's a true honor to team up with the brilliant @BarbMcQuade and @JoyceWhiteVance on this.

Just published: "Questions the January 6 Select Committee Should Ask Its Witnesses"

Identifying 35 witnesses
Dozens of questions

2. Among many Qs for FBI

Why did Norfolk report warning of “war” at Capitol not get elevated to senior FBI including Wray?

Why did Parler warnings sent to FBI of threats of violence at Capitol not get elevated to Wray?

Does Wray acknowledge the gaps are intelligence failures?
3. Questions that get at specific (not abstract) comparisons between FBI’s handling of #BLM protests and #Jan6.👇

Items in @CarolLeonnig @PhilipRucker book that Pentagon OMITTED in #Jan6 Timeline it released to public.

Joint Chiefs' #GenMilley recommended calling up neighboring National Guard units immediately (Army Sec. McCarthy doesn't get around to it until 2.5hrs after Capitol breached)
2. Especially egregious by DoD:

On left (book excerpt):

2:30pm meeting: Milley recommends "send out a call for National Guard reinforcements from the nearby states."

On right (Pentagon's timeline):

2:30pm meeting was about DC Guard.

4:18pm meeting about other states' Guards.
3. Here's another omission in DoD Timeline.

On left (book excerpt):

4:39pm call between Acting SecDef Miller and White House chief of staff Meadows (plus @LeaderMcConnell joins call and sounds furious)

On right (Pentagon's timeline):

Blank, nada, nothing to see here

In letter to @SecDef, @SenWarren and @RepRoKhanna ask for review of civilian casualties from U.S. operations.

Letter raises key issue: DoD's standard for assessing #CivCas is artificially high, and DoD report "appears to DEFY the congressional requirement" to use lower standard.
2. I wrote about the wrong-headedness of the Pentagon's standard for assessing civilian casualties in this @nytopinion piece in April 2018.

nytimes.com/2018/04/26/opi…
3. In June 2021, @annieshiel (@CivCenter) and @chrisjwoods (@airwars) wrote again about the DoD standard and how its use in reporting to Congress appears to (a) defy Congress' statutory requirements and (b) potentially vastly undercount civilian deaths.

THREAD

Courage, Patriots!

Our U.S. military is on the case, "securing our democratic processes."

Gen. Paul Nakasone (@CYBERCOM_DIRNSA) and Gen. Mark Milley (@TheJointStaff, #GenMilley) met to discuss that very subject on October 1.

2 of 4.

Many were dismayed when Gen. Milley announced in August that the military would not intervene in any election disruption.

I'll admit, I was one of those who doubted him.

3 of 4.

At the time, I feared Gen. Milley had joined the "mutiny," like so many others.

#GenMilley:
Today, together as one family, we mourn. SAR operations have concluded for the Marines and Sailor lost in the unfortunate accident off the coast of California.
These servicemembers represent the best of what America has to offer. That they chose to wear the cloth of our nation and serve with honor is a persistent reminder of their dignity and courage.
Despite knowing what we do is inherently dangerous, it does not make this loss any easier. We will keep them and their families in our prayers and remember their service as we continue ours.

Between now and November, more protests are possible. @realDonaldTrump could use them as justification to invoke the #InsurrectionAct and interfere with the #2020Election. The public needs to know if that'd be lawful.
Secy @EsperDoD says at all times the Guard units from outside DC were under section 502(f) authority and remained at all times under the command of their governors.
Who commanded the National Guard not to use firearms?
