Technical Capability Statements are important for contractors who are looking to secure government contracts. The justification and approval process:
“•It provides authority to the contracting officer to award a contract without full & open competition.”

Federal Contracting Officers hold a lot of sway over small businesses who are looking to scale via a process called the Sole Source contracting policy. Technical Capability Statements help with specific solicitation to these individuals.

Thread on the comprehensive manufacturing and distribution plan released this morn from @amprog @TopherSpiro and @ZekeEmanuel. It is everything you need to know about what lies ahead. A vaccine never saved a life; only a vaccination has. Some key points: 1/
A)This seems overwhelming. But the only way to get order to the chaos is through this kind of gap planning. It’s actually calming: what will we need, what do we have, and how do we fill that gap. A needs assessment is the only way to move forward. 2/
B)The gaps are wide but they are known. That too is good. There are also separate ethical issues related to distribution order but some already set (first responders first!). This plan is about the how and it builds off planning from H1N1 and capacity at local and state level. 3/

TODAY: Former @HHSGov Inspector General Christi Grimm testifies before the House about severe shortages of testing kits and PPE in the US. We've obtained records confirming her report.

(THREAD)
@HHSGov 1. After HHS sent testing guidance to state officials, they effectively left states to fend for themselves.

In Oregon, officials requested 5,000 tests from the federal government. They received 4.

HHS's response:
@HHSGov 2. Other states faced the same issue. New Mexico was sent only a portion of kits requested. Idaho tried to get N95 masks from South Africa but was blocked in retaliation to Trump-touted regulations.

FOOD IS ALREADY A CRITICAL INFRASTRUCTURE. Trump declaring it under #defenseproductionact is a big yawn.
There are 16 critical infrastructure sectors. There is even a website and document (we did think of this before)
cisa.gov/food-and-agric… 1/
Trump doesn't need the DPA. That's just his way of saying he's taking charge or more likely hiding what is clearly going to be a document that protects negligent workers and harms sick employees. But food supply being a critical infrastructure is not news. Don't fall for it 2/2

#Defenseproductionact story is one of the most indefensible (and there are many) about WH #coronavirus response. The Act doesn't just alter manufacturing priorities; importantly, it also allows for gov. to pay "market value" for goods already in market to limit price gauging. 1/
It is this second piece that is more significant given the pressing need for goods today. As we have seen, a lot of this stuff is already in the market but it is a sellers market, so private sector is just going to highest bidder (feds or foreign). 2/
Finally, a lot of the media coverage of #DefenseProductionAct calls it a Korean War statute. It is, but it has been revised to include #homelandsecurity efforts since 2001. In other words, US envisioned its use for domestic threats and Trump has used it for border purposes. 3/3

‼️The Trump Administration waited until MID-MARCH to begin placing bulk orders of N95 respirator #masks, ventilators and other critical equipment, squandering ~2 months.

Trump’s inaction is COSTING AMERICAN LIVES.🤬

Despite REPEATED warnings *since January* about the threat of this deadly #coronavirus, Trump refused to prepare.

We now have MASSIVE shortages of key equipment, and Trump *still* hasn’t invoked the #DefenseProductionAct to ramp up production of #PPE.🤬

Trump and cronies have urged state/local governments to buy their own #masks and ventilators.

Kush: “The notion of the federal stockpile was it’s supposed to be our stockpile. It’s not supposed to be state stockpiles that they then use.”🙄

MORON.

Spoke yesterday with the Acting Director of the Strategic National Stockpile to advocate for New Jersey and the critical need for key medical equipment for our healthcare systems, nursing homes, and first responders on the front lines in our state. 1/
I talked about the importance of getting additional personal protective equipment (PPE) and ventilators to NJ. I told him about my calls every morning with our local healthcare providers, and their concerns about protecting personnel and expanding intensive care capacity. 2/
I had some good news from the Director: He told me they are focused on how to turn key medical equipment over to the states as quickly as possible. This is vital for New Jersey — we have the second highest number of COVID-19 cases in the country. 3/

Great piece of reporting (@KannoYoungs @AnaSwanson)

Shows “hundreds of thousands of times” Trump admin invoked #DefenseProductionAct for body armor for border agents, drones etc.

But Trump has balked at doing it for nurses, doctors on covid frontlines!

2. More lack of pandemic preparedness:

Larry Hall: “You have people on the civil side saying, ‘What is this thing? I might get in trouble using it.’”

FEMA, HHS discussed DPA in training, but Hall often had to press his superiors to prepare for its use in the event a pandemic.
3. Also Larry Hall “said such caution had allowed understanding of the law’s powers to atrophy.”

Hall “retired in August [2019] as the director of the Defense Production Act program division at the Federal Emergency Management Agency.”

Finally, #DefenseProductionAct right? Forgive me if "your fired" reveal aspects of this aren't moving me. One co./one product, in months, is not what we need now and this seems about Trump's annoyance at GM. But, more directly, the best part of law is still underutilized. 1/
A short trip back to memory lane on logistics and how it works: multiple lanes of manufacturing, over-production, transportation and the challenges of the 'last mile' delivery. Here:

2/
The best, most immediate, parts of DPA are left on the table. What we want to see now is multiple damands, of multiple products, across multiple sectors. Waste is not relevant; over production just means that inventory can be sold after to states, private or international. 3/

Pres. Trump made a reference to Venezuelan economy when talking about his hesitancy on Defense Production Act. If it were enacted in the US, however, it wouldn’t be permanent nationalization of any industry. #Coronavirus #CoronavirusUpdate Image
Interesting question from @markpmeredith to POTUS -Would he consider reaching out to Presidents Obama, Bush, Clinton, Carter for guidance? Pres. Trump said, in so many words, No. Image

Thread on Logistics. The Quid pro quo for us sheltering in place is that US surges resources to states based on need to flatten curve. It is why the #DefenseProductionAct is necessary, and the failure to strategically organize logistics is deadly for states. 1/ #surge
I sound like a broken record, but this is the easy part. It's not frontline stuff, saving a life, or science stuff like finding a vaccine. It's moving or manufacturing stuff from point A and getting it to point B. It's logistics. We know how to do this. We have laws to help. 2/
Today, FEMA director said he didn't know how many masks were available or being delivered. It's basic inventory stuff; should have been figured out weeks ago. Then, you determine where there are gaps and compel companies to make them. Again, simple.

Unfortunately, Donald Trump’s empty words once again haven’t led to any meaningful action. Lives are on the line, and Trump’s stubborn refusal to use the #DefenseProductionActNow to further ramp up production of #PersonalProtectiveEquipment & ventilators is a dereliction of duty.
Trump’s dithering response & refusal to exercise the #DefenseProductionAct to marshal a full-scale mobilization will result in fewer ventilators being produced. Bottom line: because of this, many Americans who otherwise could have been saved will die.
This isn’t fear-mongering, it’s math. We simply do not have enough #PPE and #Ventilators to protect healthcare workers on the front lines combating the #COVID19 pandemic AND keep Americans alive who suffer severe illness weeks after becoming infected.

Agree masks for general public NOT useful.

BUT let's not blame the public for the shortage of PPE for health care workers and facilities.

We have known since SARS that we needed stockpiles of PPE.
We have known since January that #COVID19 was coming.
We failed to prepare.
1/
We need swift gov't action to produce masks, gloves, gowns, eye protection for HC workers.

Front line EMS, emergency nurses & docs, techs, RTs, transport, Envir Svcs, etc. are all at greatest risk.

They come to work at personal risk. We owe them PPE
@EmergencyDocs @ENAorg
2/
the market won't solve this rapidly enough. Too much uncertainty & low margins on manufacturing PPE -- which is why it was outsourced to other countries to begin with.
