After the 2016 election, the Senate Intel Committee asked Twitter to identify accounts from Russia's Internet Research Agency. But both Twitter and 3rd party researchers struggled to find Russian agents.
2/ At first, Twitter was only able to produce 22 plus 179 IRA "linked" accounts. Democrat Mark Warner called the numbers "inadequate on every level". Twitter went back to the drawing board in an analysis project called "Osprey".
3/ In "Project Osprey," Twitter counted 2 types of Russians.
1. "A Priori" Russians - identified as Russian by outside researchers like QIntel
2. "Inferred" Russians (aka is_russian) - identified by algorithm tracking "signals" like Cyrillic text or a Russian IP address

Early on Monday morning, #DCblackout was started by a new account with three followers. There was no evidence to support it, yet it became a trend

So this #DCBlackout stuff? NOT LEGIT. Tweets went around claiming that because of the #GeorgeFloydProtests, all cell service was blocked and no one could get into contact with the protestors. But this has been debunked!
There’s a lot of conflicting information going around. Some people are claiming it was faked, others are saying they witnessed it. This photo was shared around frequently, claiming to be a pic of DC right before this happened.
One of the photos that was going around, looked similar to the photo above but was actually a screengrab from the ABC Show Designated Survivor. Make sure you do a reverse image search of photos before you share them, especially as news is quickly unfolding.
The latest instance of American social disharmony being blamed on Moscow is part of a long tradition, where some see an invisible Russian hand whenever it is useful.

While the evidence linking the public anger over #GeorgeFloyd 's killing to the Kremlin, Beijing, or any other foreign government is hazy, at best, the utility in blaming outside agitators for rioting or even for @realDonaldTrump victory in 2016 is clear.

#dcblackout is trending in the US. 447,000 tweets with the hashtag sent in just several hours. They claim communications in or out of DC were shut down to control the protests. But there doesn't seem to be any evidence suggesting a blackout occured. So what actually happened?
Here's the tweet from the internet monitoring service Net Blocks confirming there was no indication of a mass-scale shutdown in Washington DC last night. So are the viral claims on social media completely made up? Let's take a closer look
This seems to be first account that tweeted the hashtag, at around 23:00 DC time. He/she then asked @Cernovich about it and did not make any other references to the alleged blackout. If anyone has any other evidence of the first use of the phrase or hashtag, please DM me
