As we mourn the horrific murder of Jordan Neely and join his community in rage, we are compelled to share some stories from our work that show the routine brutalization and criminalization of people with mental illness. 🧵
We hope these stories will radicalize you as they have moved our communities to question the current paradigms of public safety.

Most of these stories are deeply troubling. Almost all are clear examples where harm could have been prevented.

When we began this work in 2006, we knew almost nothing about the intersection of mental health and the punishment system.

As time passed, we heard more and more from families whose loved ones were being arrested in mental health crises.

🧵 It was an honor to share space with @NathanLHecht @MarcALevin & Insha Rahman @verainstitute on this urgent conversation. My 13 yr old's feedback was that I spent too much time criticizing & not enough on solutions.

So here we go:
1) Demand that your county governments use this once in a lifetime opportunity to robustly invest ARPA funds in stable housing, crisis respite units, community based mental healthcare & substance use treatment, instead of wasting it on expanding punitive solutions. #CareNotCages
2) Follow @TxJailProject to learn more about our Community Safety Agenda campaign in Harris county which envisions a people's budget for creating truly safe & healthy communities.

3) Call your state representatives and ask them to unhook #CashBail from pretrial detention.

It’s impossible to express the frustration, sadness and rage we shared with our community when we read Kelly Masten’s story last week.

On Apr 11, 38 yr old Kelly Masten who suffers from a rare form of epilepsy, was arrested during a mental health crisis call. Kelly's almost daily seizures from the age of 2, have left her with the capacity of a 5-6 yr. old. Unable to read, write or take care of most daily needs.
Despite repeated requests from family to have her transported to JPS hospital, she was arrested and confined in a single cell in Tarrant co jail.

What followed is a horrific example of how carceral systems are designed to fail human beings, especially the most vulnerable ones.

1. Eliminating the felony exclusion. Over 30% of Black men in CA were excluded from jury service b/c of a felony conviction & it didn’t matter how old it was... until we passed SB310 by @NancySkinnerCA. We fixed that. #EndFelonyJuryExclusion sfchronicle.com/opinion/openfo…
2. Expanding the list from which jurors are called to serve beyond CDL and voting reg. SB592 by @Scott_Wiener was passed, expanding the list to include names of tax fliers. But it should be expanded further to include utility bills and recipients of state benefits. #ExpandTheList

This is such great news. I hope it extends to more prisons soon. A dark cloud over the new year is the COVID-19 outbreak at CCWF - huge women's prison. In the last 2 weeks 450+ have tested positive. I write to a woman there & I want to share some of her story w/her permission. 1/
She is a Black woman in her late 50s, a mother and grandmother. She has multiple chronic health issues. She has been incarcerated for nearly 30 years. Over the last several days 3 of her roommates have tested positive and been moved to quarantine. 2/
In fact, more than half her unit (150+) has moved to quarantine. She is utterly terrified. This year has been tremendously difficult for her. She has told me for months that if she gets the virus she doesn’t think she’ll be able to fight it off. 3/

The Richmond City Jail currently has 100 inmates who have tested positive for COVID-19. Most of these inmates have been placed in “quarantine” likely meaning many of them are currently in solitary confinement rather than receiving treatment.

The COVID-19 health crisis has
resulted in the death of an inmate. The inmate was denied medical treatment until their lungs reached 40% capacity, at which that point it was too late.

We demand that the City of Richmond take accountability for the public health crisis in the Jail. We demand the release of
inmates due to COVID-19 concerns, demand that bond be given to all inmates denied bond and demand that bond be lowered for all inmates with high bond. We demand that the city recognize this as a responsibility to ensure the safety of the citizens in their jail! No one was

I was released from SQ 7 months ago, after almost 7 years there. Not a day goes by that I don’t think of the suffering that is occurring there & at all of the prisons & jails right now. I want to lift ppl up, not be adversarial. I never want to fight with anyone ever again 1/
In 2018 Governor Brown commuted my sentence for extraordinary conduct. Basically, my service to the community demonstrated my worthiness to re-enter society. I came home thinking of how fortunate I was & how many others were equally or more deserving. After all...2/
