The summit was last held in June 2020 and was called off last year 2/
after 🇪🇺 accusations of human rights abuses in #Xinjiang set off sanctions between the 🇪🇺 and 🇨🇳.
@ EUparliament then voted to freeze discussion of the #CAI, which had taken _7 years_ to negotiate.

🧵 to unpack its importance: Report is solid indication EP is pushing Brussels to consider upgrading EU-Taiwan ties. But what ‘upgrade’ entails hangs on level of convergence between member states
The push is backed by a majority of MEPs, led by @bueti @gahler_michael @rglucks1 & more, with shared interest to ensure shift in Brussels on #China is real. This shift has already facilitated reconsidering ties w/Taiwan as a partner, not a ‘sensitive issue’
For now, having a report is more important than its actual content. BUT, report must be a core element of a strategic debate on Taiwan within Europe, which 1. sees TW on its own merit, not only through the lens of China;

It has to be reminded that it did NOT work on #HongKong, where the main driver was treaty expiration, NOT Chinese pressure. Even there, economic, political and military considerations made it unpalatable.(/)
Yet treaty duly expired, since there was no way for the UK to act otherwise. If anything, what should worry #Taiwan is NOT #China. It's #Germany, which is turning into a sort of Neutral player whose goal is to displease no one.(/)
However, Since Germany is #Europe's bank it has a disproportionate influence on policy, hence the soft touch with Russia, China, Turkey, Iran, you name it. Any country where bosses have an Iron hand on trade issues get treated well.(/)

The EU’s neglect of its values with China is not restricted to the flawed #CAI, but systemic in EU-China diplomacy. My new article in the Asia Europe Journal reveals that values are rarely incorporated into EU-China dialogues by EU officials. 1/18 link.springer.com/article/10.100…
Through Article 21 of the Lisbon Treaty, EU officials have a constitutional obligation to share the EU’s values. They should be undertaking active & focused actions to systemically promote or ‘mainstream’ the EU’s values in all dialogues with third countries like China. 2/18
Conflicting with the EU’s constitutional standards, analysis of extensive interviews with @EU_EEAS and @EU_Commission officials implementing EU-China diplomatic dialogues, revealed that the promotion of EU values was overwhelmingly absent from these 60+ annual meetings. 3/18

Former German Chancellor Gerhard 'Gazprom' Schroeder has done it again. In a new German-language op-ed for @handelsblatt he argues against a value-based European China policy. What follows is a critique of his simplistic analysis of EU-China relations /1

Beijing's biggest success is that it has proved that 17+1 is not dead. Yet it didn't manage to attract all CEE leaders, despite Xi Jinping's appearance and 🇨🇳 MOFA's desperate actions. (1/4)
Xi's speech focused on vaccines (only Serbia and Hungary mendioned though), green development & Paris Agreement (eyewink to Brussels). Vague pledges on more foodstuffs imports from CEE, $170bn 5 year import pledge not very credible. No major breakthroughs, definetly. (2/4)

Hearing that TSMC has not only been targeting EU carmakers in this 'shortage', but also stating that it will prioritize auto plants outside China for supply vs those inside China. Clear priority is to induce shutdowns in China's auto sector...
...as well as punish EU firms for signing the #CAI.

This is why you don't leave loaded guns in the hands of small children, and why China (and the EU) won't leave TSMC in the hands of Taiwan separatists.

The adults will be put back in charge, one way or another.
Indeed, thanks to Taiwan's display of economic hostility, it is now more likely that the EU (and specifically ASML) continues to supply TSMC with EUVL equipment after a Chinese op.

#Taiwan plays a much more important role in MEPs’ demands on #China, BUT also includes consideration of TW on its own merits 🧵 1/
most importantly MEPs call for #EU *and* member states “to revisit their engagement policy with #Taiwan” - 1st time such language makes it into an EP report. MEPs go beyond the usual language advocating for TW’s “meaningful participation in int’l org” 2/
all this is a strong indication of:
1. increasing interest & willingness to pay more attention to #Taiwan in EP;
2. what to expect of the EP re ratification of #CAI; as @bueti said “there is no deal until EP says it is a deal”. 3/

According to this German-language report by @wiwo (paywalled) Germany seems to have been offered a side deal for Deutsche Telekom as a reward for German Chancellor Merkel’s unequivocal support for the EU-China Comprehensive Agreement on Investment #CAI /1

In the key paragraph about the 🇨🇳🇩🇪 side deal the @wiwo reports that according to EU insiders "China is willing to provide Deutsche Telekom a mobile phone license, which would be a first for a foreign company". In 5 years Deutsche Telekom may even own infrastructure in China /2

MOFCOM just issued its first order for 2021: Rules on Counteracting Unjustified Extra-territorial Application of Foreign Legislation and Other Measures. Key message:
We are going to prohibit firms from complying with foreign laws prohibiting transactions with Chinese firms. Image

1. The legislative basis is National Security Law;
2. Chinese firms and individuals are required to report foreign sanctions;
3. MOFCOM may issue injunctions prohibiting firms and individuals from recognizing, enforcing and complying with foreign sanctions. Image
