If you don't set a minimum standard of what the Canada Disability Benefit should provide, you ARE setting a maximum.

See, if it goes forward based on the way that Minister Qualtrough has been saying.. modeled on the GIS / OAS and to a specific dollar number that means.. 2/
That even if a province like say.. Ontario, decides "you know what.. they're right.. this isn't enough" and they themselves decide to raise their ODSP, the CDB would go down in that province.

-Use of firearm in commission of offence
-Possession of loaded handgun
-Weapons trafficking
-Unauthorized import/export of firearm
-Robbery with firearm
-Extortion with firearm
-Illegal discharge of a firearm with intent

These are serious+violent offences

That's a wrap for #C22 study at #HUMA. It is now up to the government to get the bill passed before Friday. It's doable. If it does, the bill will go to the Senate and go through the motions of being studied.
A few observations:
1. The study has been carried pretty quickly and in a very collaborative manner. We've seen plenty of amendments from opposition parties that were carried. It's a great sign for the later study in Senate.
2. We have a much better bill than what we started with. There have been significant improvements. It's important, because it will actually force the government to do some things that would have otherwise been left to its goodwill.

The Bloc wants to establish some of the eligibility criteria in the bill directly/the HoC to review the regulations, not just in regulations. The rational is that it's important to enshrine these in the law, not leave it up to future governments. #C22
Sub-amendment rejected. Back to the NDP amendment on reporting on the regulation work to the HoC.
@BonitaZarrillo is asking for unanimous consent to withdraw her amendment. Withdrawn.

It has been a week since Amélie Duranleau and I gave our testimony for @lasqdi in front of the HUMA committee , regarding #C22. While we will publish a brief next week (in both languages), let's do a quick recap of what we told members of the committee (long thread):
1. #C22 needs to be passed NOW. Do not amend it, do not add details, let's figure it out later in the regulatory process.
2. The Québec experience on working on the new Basic Income Program in the province proves it is possible to conduct a successful regulatory process with PWD organizations.

To be a #PWD in this time of turmoil during the creation of #C22 is a complex and emotional rollercoaster of events. A nation of ppl truly affected by the outcome are watching every single moment, working to be apart of the process, hoping to have their input. A🧵
There is nothing in the Bill which brings real comfort and trust in the system. That ultimately is the truth, as I see it. Call me a pessimist if you want to, but the truth is, as I see it- this needs to be wholly rewritten and expedited. It needs to call for accountability.
