Big announcement from @DefraGovUK today on ELM. Perhaps the first significant one in years and on balance a small step in the right direction. What can we take from it? 🧵
First, the good news! the highest value-for-money bit has survived: Landscape Recovery is expanding, if slowly. The first round was FAR more popular than expected, and supporting farmers on 10% of land to do LR-type activity could halve the land system's carbon emissions by 2035.
But the lowest value-for-money bit, SFI, has been made even lower VfM - great thread here on this: . The strategic risk is lobbyists think the £ for nothing bits of CAP can continue in ELM. We can't afford that if we want to restore nature and hit net zero.

The UK Government’s proposed #InvestmentZones (IZs) bear a striking resemblance to Enterprise Zones (EZs) and Simplified Planning Zones (SPZs). 2/
SPZs have been around for about 50 years, but there are very few of them. It’s a planning, not a tax, designation where the planning process is relaxed to encourage some types of development.

They mostly permit office, R&D and warehouse uses on old industrial sites. 3/

Govt have today published very worrying new guidance on Investment Zones

Ministers appear willing to consider Investment Zones covering SSSIs & National Parks

And guidance includes mention of "a new streamlined planning system"

2/n New Expression of Interest form for councils simply asks whether proposed Investment Zones would be on land which is in a National Park, SSSI etc

Nexts para says that various planning policies 'will continue to apply' - but only lists Green Belt & 'heritage', not environment
3/n Elsewhere the EOI form says councils must agree to *mitigate* environmental impacts of the Investment Zone, on or off site.

But there's no mention of *avoiding* environmental impacts in choice of siting - pretty significant if Zone is in an SSSI, SAC, National Park etc!

Mass gaslighting of the country by those advocating for extreme market liberalisation. Telling us that our fundamental sense of fairness and equality between fellow citizens is immoral. In face of empirical and ethical evidence that reducing inequalities is better for all.
@Conservatives - you need to get a grip of these people, out today in the media.
Morality = taking the perspective of others who are vulnerable to harm. Immorality = giving licence to policies or attitudes encouraging society to abandon its responsibilities for most vulnerable.
@ConHome - these people are upending our country's social contract. Given that not one single popular vote was cast in the country for Truss regime, this is illegitimate, immoral and incredibly dangerous. Do you want to get us to a point where people come out on the streets?

The Environmental Land Management (ELM) scheme has been widely praised for its aim of encouraging farmers to create space for nature, and for absorbing carbon to help the country reach its net zero target.
There is widespread understanding that producing food and protecting nature go hand-in-hand.

Backsliding on the scheme would be a betrayal of the many farmers who know that food production relies on restoring nature and tackling climate breakdown.
